Smart consumers are very leery of pre-orders that require credit card information.

Easy. Charge a price for the units that is sufficient to generate enough cash flow to finance the expansion of capacity by 50% each year.
Starting at 1,000,000 units, after 20 years ANNUAL PRODUCTION will be:
1,000,000 x 1.5^20 = 3,325,000,000
Given the huge energy savings involved in purchasing the units, it will be easy to charge a high enough price, since a modest increase in price substantially increases the cash flow available to be spent on expansion.
If 50% annually is not enough, then charge a somewhat higher price. The price charged should be determined by how much cash flow needs to be generated to finance sufficient expansion of capacity.
