If the E-Cat has its origin from an EU country there will be no import duties or VAT to receivers in other EU countries. If the receiver is outside of EU then import duties and VAT will (probably) apply. Vice versa applies if the E-Cat has its origin from e.g. the USA and the receiver is in the EU then (in my country Sweden) significant import duties plus 25% VAT may raise the final price of the E-Cat to a level where delivery may no longer be of interest.
